The RCMP assumed provincial police duties in all provinces, except Ontario
and Quebec, in the years from 1928 to 1950, and along with an enhanced
federal enforcement role in smuggling, customs, drug enforcement, and national
security concerns, this period was a time of unprecedented growth.
A Force
that, at the turn of the century, was busy establishing a system of horseback
patrols became, a half-century later, a national enforcement agency with
responsibilities ranging from counting migratory birds to uncovering foreign
espionage. Fingerprint classification, modus operandi, forensic science,
firearms and specialized investigations required new skills and new training.
The Force began to sponsor members for specialized training and recruiting
requirements changed with the times. During the Second World War office
and clerical duties were being performed by civilians because of the increased
workload demands on members, and this trend continued after the war.
